Rio: After the rain, the fear of removal – Rio : depois da chuva, o medo da remoção

When heavy rains fell over  Rio de Janeiro on Monday 5th April, nobody could have predicted that they would leave behind such devastation. As if the inundation that spread across the city was not enough, the storms caused land slides in several favelas not only in Rio, but also in nearby cities as Niteroi, and more than 250 people died as a consequence.

One of the communities worst affected by the sliding was Laboriaux. Located at the top of the Rocinha favela, in southern Rio de Janeiro, Laboriaux is the poorest area in the neighbourhood, and five houses were hit by the sliding resulting in the death of a mother and her daughter.  The residents´ situation became even worse, however, when the City Hall of Rio de Janeiro decided to evacuate all 598 houses in the immediate area and effectively put an end to the community of Laboriaux

The residents were left completely in the dark. The City Hall created a project called Aluguel Social (Social Renting) and has promised to pay R$ 400,00 (U$ 226) to each family until they can be included in a governmental housing scheme. Nonetheless, the Laborioux residents have worked hard to be able to afford their own houses in the favela, and are anxious at the prospect of being forgotten by City Hall when their story falls out of the news, leaving them potentially at the mercy of high rents.

Quando uma forte chuva atingiu o Rio de Janeiro na segunda-feira, cinco de abril, não se imaginava que deixaria para trás tanta destruição. Como se não bastassem as enchentes que se proliferaram por toda a cidade, a tempestade causou deslizamentos de terra em diversos morros não só do Rio, como de cidades próximas como Niterói, que causaram a morte de mais de 230 pessoas.

Uma das comunidades atingidas pelos deslizamentos foi o Laboriaux. Situado no topo da favela da Rocinha, na zona sul da capital carioca, o Laboriaux é a parte mais pobre do morro e teve cinco casas atingidas por deslizamentos, que mataram duas pessoas, mãe e filha. A tragédia tomou proporções ainda maiores quando a Prefeitura do Rio de Janeiro anunciou a interdição de todas as 598 casas da comunidade e o fim do Laboriaux.

Aos moradores da comunidade restou a incerteza. A Prefeitura criou um programa chamado Aluguel Social e promete pagar R$ 400,00 (U$ 226) a cada família até que sejam incluídos em algum programa de moradia popular do governo. No entanto, como tinham casa própria no morro – que tiveram que trabalhar duro pra conseguir – muitos temem a perspectiva de voltar para o aluguel e a possibilidade de serem esquecidos pela Prefeitura quando as chuvas saírem das manchetes dos jornais.
